We are thrilled to share a moment of immense pride and progress: In response to our petition, Save Lives with Insurance for Transplant Recipients and Donors, the National Organ and Tissue Transplant Organisation (NOTTO), under the Ministry of Health and Family Welfare, has officially released ten groundbreaking recommendations to ensure better insurance access for transplant recipients and living donors.

These recommendations mark a landmark shift in policy thinking, bringing us closer to a future where transplant-related healthcare is both accessible and protected by insurance.

🔟 Top Recommendations from NOTTO:
Develop Transparent and Standardized Policies

Publish clear, accessible guidelines from insurance companies on transplant coverage, including pre-transplant evaluation, surgery, recovery, and lifelong medication.
Guarantee Insurance Coverage for Recipients and Donors
Ensure comprehensive insurance for all recipients and living donors—including those from high-risk groups—with mandatory post-operative and long-term care support.
Launch Government-Backed Insurance Schemes
Expand public healthcare schemes like PMJAY to explicitly cover transplant procedures and lifelong follow-up care, especially for low-income patients.
Simplify Insurance Claims and Procedures
Streamline claim processes and fast-track transplant-related approvals to eliminate delays and reduce the burden on families during critical times.
Enact a Living Donation Protection Act
Advocate for legal safeguards for living donors, covering post-donation health needs, diagnostics, and recovery costs through dedicated insurance.
Promote Public Awareness and Education
Launch national campaigns to spread awareness about organ donation, transplantation, and the rights to insurance—empowering donors, recipients, and families.
Encourage Hospital and Corporate Support
Foster partnerships between hospitals, insurers, and corporate CSR initiatives to reduce costs and co-create inclusive, affordable transplant insurance packages.
Offer Special Coverage for High-Risk Groups
Design insurance plans tailored for individuals with conditions like diabetes or MASLD, balancing adjusted premiums with guaranteed access to treatment.
Strengthen the Role of IRDA and NOTTO
Set up a dedicated cell under IRDA to handle transplant-related grievances. Conduct regular reviews with stakeholders to adapt and improve policies based on real-world outcomes.
Use Data to Improve Policy and Pricing
Publish long-term outcome data to enable fair risk assessment by insurers. Update policies to reflect current medical realities and reduce unjust exclusions.
 
This is more than a policy response—it’s a historic validation of our collective voice. These recommendations can transform the lives of thousands awaiting transplants or recovering from donation, especially the vulnerable and underserved.
