Why they are starting work at RAF Barnham before planning approval 

The Home Office recently admitted they intend to start refurbishment and renovation works at RAF Barnham before receiving final planning permission.

Many of you have asked: How can they legally do this when the site is fully protected by strict environmental laws (HRA)?Here is the truth about the legal loophole they are trying to exploit:

🔨 1. They are building a "Done Deal"The Home Office is completely trapped by the Habitats Regulations Assessment (HRA) because the site sits inside the protected Breckland area. Since they cannot clear the standard wildlife laws, they are rushing ahead with internal building works anyway. 
They want to finish the camp first so they can stand in front of a judge and say, "The camp is finished and millions of taxpayer pounds have been spent. It’s too late to stop us."

🚨 2. Setting up the "Emergency" Clause (IROPI)By starting work now, they are setting a trap to use an emergency legal bypass called IROPI (Imperative Reasons of Overriding Public Interest). This clause lets the government override wildlife protections in a national emergency—but only if they can prove they have "absolutely zero alternative sites." 
By building the infrastructure now, they will try to claim Barnham is the only logistically ready option they have left.

🛑 3. Shifting the GoalpostsThey are claiming that fixing roofs and plumbing inside an existing military base doesn't technically disturb the endangered stone-curlews outside the gates yet. They are separating the "building" from the "occupying" to creep forward without clearing the legal hurdles.

💥 HOW WE BLOCK IT:

The government’s gamble only works if we stay quiet. Their "National Interest" argument is incredibly weak because:Alternatives DO exist: The live planning application at MOD Bicester proves they have other options.
Public safety is threatened: 
Both Norfolk and Suffolk Police forces have formally stated that losing this base poses a "critical risk" to specialist police training operations.
They are spending public money on a high-stakes gamble because our environmental defense is working.
