If not required, then an amendment is not necessary. But if approached with our Congressmen, ideas like a balanced budget could take hold or perhaps at least limit the overspending that seems endemic in Congress.
An idea like the one to term limits in Congress might not pass as an amendment but if popular, then voters themselves might take it up as a valid idea to limit the terms by voting longer term Congressmen out of office.
Another valid idea to limit Congressional terms would be campaign finance reform legislation. If we can force big money and dark money out of campaigns by getting Congress to declare corporations not “people” and limiting the amount any individual can contribute to maybe $2000.00 or less then it would cost a lot less, even the playing field and give Congressmen more time to legislate and less time to campaign. That’s a winner all around.
