The Bill to create the new Animal Control and Protection Agency (Bill 22) was introduced at the 2/7/23 Governmental Operations and External Affairs Committee meeting.  The archived video of this meeting can be found at the link below.

 At this link, go to the Governmental Operations and External Affairs Committee tab, click on the dropdown + symbol, find the February 7, 2023 line item, then select either Video Stream or Download MP4.  

NOTE:  The meeting is a LONG one!  The discussion regarding Bill 22 amongst the Council Members, the Managing Director, Deputy Counsel and Finance starts at the timestamp of approximately 2:08 (that’s 2 hours and 8 minutes – told you it was long!?):

The 1st reading of the Bill will take place at the next Committee meeting on 2/21/23.  Our understanding is that a 2nd reading will take place subsequently, with results of a Fiscal Impact Statement available prior to this meeting.

While most of our conditions were pushed aside at the 2/7/23 meeting, due to the timeline that County has established for the Agency’s creation, we continue to ascertain an understanding of “how” it was determined that this Agency was the best course of action, “what” the timeline looks like, and “when” a commitment to involve the community will happen.  

At this time, TRANSPARENCY from County is key!  This is their 2nd chance . . . best make some good choices and decisions.
