India declared Open Defecation Free. Are we though?

On October 2, 2019, the Government of India declared the country as Open Defecation Free. However, various first reports by the agencies of United Nations and agents across the world, including India have highlighted that is not the case. 

110 million toilets may have been constructed across India, yet millions practice open defecation. 3 out of 10 in Delhi with access to sanitation facilities continue to practice open defecation. Why? 

Well, building toilets is easy. The real challenge is building 'useable' toilets.
