Balboa park lottery system!

For years balboa park has held a lottery to allow a limited number of buskers to busk inside the park.. The permit system has been considered unconstitutional by judges in other states when it was challenged in court. Even a judge in Los Angeles, Judge Dean Ferguson, Said that a lottery system for buskers and artists was unconstitutional for its restrictions of free speech! He also stated that it didn't regulate busking any better than the traditional first come first serve model!
On March 4th 2017 The new Park Ranger started enforcing the program in a different manner than what is listed on the website or has been approved by the city manager... The Code is already unconstitutional, but the manner in which the park ranger regulated the code was misuse of the system, and an over breach of his power. The Drawing was supposed to begin at 9 am.. but instead he made the buskers who were already standing in line for hours, wait another 1 and 1/2 hours before he randomly choose who got lottery tickets and who did not... As well as he kicked some buskers and artists out of line and told them not to come back.. One such artist was a henna artist, which has been clearly defined as protected by the first amendment in several cases that made it all the way to the supreme court!
This is one of the things we plan on working on getting changed, but we can not do it without your signatures...
We are 6 people away from having 200 signatures.. I would love to go into the city council meeting on march 14th at 9 am with more than 200 signatures... with all your stories of busking, and a group of buskers, and urge city council to change the laws.
