Dumped from a puppy mill or hoarder situation?

Ok people, this is worse than we thought. This guy came in with another 19 dogs to the shelter. Please read

I will say they were from some puppy mills and they just dumped them at some place.

REPORTS OF 20 DOGS   running around Littlerock - Animal Control, the sheriffs and the community are bringing them in - all in bad shape. - need rescues to step up - some will be made available for adoption. this looks like a breeder/hoarder dump to me.
