Dossier sul caso scandalo del progetto di mega-fotovoltaico che minaccia sia l'importante insediamento neolitico ricadente nel podere di Masseria Maramonti, nonché all'interno di una concomitante enigmatica vasta struttura territoriale ad anelli concentrici visibili dall'alto che ne verrebbe cancellata, sia la via messapica-romana Augusta Sallentina

Nel territorio di Nardò in provincia di Lecce nel sud della Puglia (Salento), nell’entroterra tra Torre Lapillo e Porto Cesareo, si trova uno dei siti più enigmatici e rilevanti del panorama archeologico italiano: quello dei cosiddetti “Anelli concentrici di Arneo”, oggi paradossalmente minacciato dalla realizzazione di un mega impianto fotovoltaico industriale!
Il sito: un unicum nel panorama italiano
Gli “Anelli di Arneo” sono una vasta formazione di strutture concentriche visibili esclusivamente dall’alto, estese per oltre due chilometri, con un anello centrale di circa 100 metri di diametro. Queste geometrie, non percepibili a livello del suolo, risultano già presenti in fotografie aeree storiche degli anni ‘40-‘50, escludendo quindi ipotesi di genesi artificiali recenti.
Il sito si colloca in una pianura costiera a breve distanza dal mare, in un contesto paesaggistico ancora integro. L’origine di quegli anelli enigmatici altamente iconici resta ad oggi non chiarita: potrebbe trattarsi di un fenomeno geologico, antropico o misto, ma è proprio questa indeterminatezza a renderlo di grande interesse scientifico.
A rafforzare il valore di questo luogo già così affascinante vi è la presenza documentata di materiali archeologici in superficie, (ceramiche neolitiche/protostoriche, ossidiana, resti ossei), e la possibile intersezione con il tracciato della Via Augusta Sallentina, antica infrastruttura viaria romana.
Questa antica arteria viaria messapica e poi romana passerebbe proprio nelle adiacenze di Masseria Maramonti (tra gli Anelli concentrici di Arneo osserviamo oggi) secondo il famoso archeologo topografico prof. Giovanni Uggeri (1983) – oggi via Feudo d’Arneo, ecc. Il progetto dell’impianto fotovoltaico in oggetto prevede per alcuni chilometri anche il passaggio del suo cavidotto proprio lungo questo tracciato sconquassandolo nella malaugurata idea di una sua effettiva realizzazione!
A tutto questo si sono aggiunti i risultati straordinari delle indagini archeologiche ufficiali più recenti (anno 2024) che hanno ulteriormente elevato l’importanza del sito: è stato infatti individuato un insediamento articolato risalente al Neolitico recente/finale (V-IV millennio a.C.), comprendente aree abitative (fondi di capanne, buche per pali, trincee, vasellame ceramico, ossa animali, ossidiana, ecc.), cultuali (circoli di pietre con possibili idoletti in ciottoli dalle fattezze di faccine antropomorfe e depositi di semi di origine da approfondire) e necropolari (tombe a grotticella scavate nel banco roccioso con resti umani), definito di “eccezionale interesse” dalla Soprintendenza.
Lo storico della vicenda
L’interesse per il sito nasce nel 2012, quando ci si accorge che immagini satellitari diffuse tramite piattaforme come Google Earth rendono visibili per la prima volta gli anelli, generando dibattito e curiosità.
Nel 2019, a seguito di un sopralluogo svolto il 21 settembre dallo studioso salentino Oreste Caroppo, spinto ad approfondire il sito anche dalla concomitanza, in diverse aree d’Europa, di anelli concentrici visibili dall’alto in crop-soil marks e villaggi neolitici - tra i quali è particolarmente noto il caso del villaggio neolitico ucraino di Maidanetske - vengono segnalate ufficialmente alla Soprintendenza le prime evidenze archeologiche immediatamente osservabili lì in superficie nel terreno arato, indicative di una possibile intensa frequentazione umana antica, compatibile con un insediamento neolitico/protostorico.

Nello studio, reso successivamente disponibile online, pure su Academia.edu, si evidenziava anche la correlazione del sito con la possibile via romana Sallentina.
Negli anni successivi, relazioni tecniche e studi, commissionati dalla medesima ditta interessata a realizzare proprio lì, (per una singolare coincidenza voluta dal Caso!), nell’area di Masseria Maramonti, un vasto impianto agrivoltaico, evidenziano un alto rischio archeologico diffuso, con segni di frequentazione riferibili sia all'Età del Bronzo e all’Età del Ferro, sia all'epoca post-medievale, come scritto in esse, e questo in più unità topografiche nel vasto podere analizzato di Masseria Maramonti (non soltanto nell’area oggi vincolata come diremo!). Nonché il rischio, sempre espresso nero su bianco in quelle relazioni, seppur relazioni di parte, connesso al passaggio del cavidotto lungo tracciati ritenuti dagli archeologi riconducibili ad antiche arterie viarie messapiche e romane. Nella relazione archeologica commissionata dalla ditta compare in bibliografia anche lo studio precedente di Oreste Caroppo dedicato a quel medesimo sito (il sito degli Anelli di Arneo ricadenti in primis nel podere di Masseria Maramonti e in quelli delle adiacenti altre masserie come Masseria Santa Chiara).

Nel 2023, la Soprintendenza esprime un significativo autorevole parere negativo rispetto alla realizzazione dell'impianto fotovoltaico nell’area, sottolineando l’impatto sul paesaggio e sul patrimonio archeologico e dando avvio a un importante percorso di attenzione, per la conoscenza e la tutela istituzionale.
Tuttavia, nel febbraio 2024, il Consiglio dei Ministri, nonostante il precedente parere negativo espresso dalla Soprintendenza speciale per il PNRR del Ministero della Cultura nell’ambito della procedura di Valutazione di Impatto Ambientale (VIA), esprime parere favorevole sul progetto, con esito positivo della VIA, nonostante le innumerevoli criticità evidenziate.

Nel corso del 2024–2026, cresce la mobilitazione civica, con petizioni pubbliche, (che hanno raggiunto 1050 sottoscrizioni!), e appelli alle istituzioni che si aggiungono ai primi malumori che alcuni politici locali e regionali avevano già espresso alla notizia del progetto fotovoltaico lì con quelle sue criticità archeologiche palesi; l'Associazione Italia Nostra ha dedicato un focus al problema di Maramonti in alcuni suoi convegni nel territorio.
A seguito dei saggi di scavo preventivo condotti con la attenta supervisione della Soprintendenza tra giugno e luglio del 2024 nel podere di Masseria Maramonti si è deciso di frazionare una porzione di alcuni ettari, quella con la maggior densità di reperti in superficie sulla quale è stato apposto il vincolo archeologico. I risultati degli scavi sono stati presentati dalla Soprintendenza già nel novembre del 2024 in un convegno sull'archeologia preventiva tenutosi a Foggia, con un intervento dal titolo “il caso dell’insediamento neolitico di Masseria Maramonti (Nardò, Lecce)”:

Con nota prot. 21660 del 16/12/2024 (acquisita alla Conferenza dei servizi con nota
624916/2024), ribadendo quanto già comunicato con nota prot. 0017336 del 15/10/2024, in relazione alla procedura di Verifica Preventiva dell’Interesse Archeologico (VPIA), ai sensi del combinato disposto dell’art. 28 c. 4 del D.Lgs. 42/2004 e ss.mm.ii. e dell’art. 41 c. 4 All. I 8 del D.lgs. 36/2023, la SABAP (Soprintendenza Archeologia Belle Arti e Paesaggio) per le province di Brindisi e Lecce ha evidenziato che
“le ricerche condotte nell’area dell’impianto hanno messo in luce un insediamento articolato, cronologicamente collocabile nel Neolitico recente/finale. Si tratta di un contesto che riveste eccezionale interesse, poiché nel sito indagato è stata evidenziata la compresenza di aree funzionalmente differenti, necropolare, cultuale e abitativa. Pertanto (…) considerato che il contesto ha restituito evidenze di un complesso unitario, con un buon livello di conservazione delle evidenze microstrutturali e delle stratigrafie associate ai materiali; considerate le grandi potenzialità per la ricerca, la conoscenza delle modalità insediative nel periodo considerato (Neolitico recente/finale) e la successiva valorizzazione, visti il D.Lgs. 36/2023, art. 41 c. 4 e All. I.8 e la Parte Seconda del D.Lgs. 42/2004, questa Soprintendenza ha comunicato al Proponente che le evidenze descritte, ascrivibili ad un complesso costituito da villaggio, necropoli ed area rituale rientrano nella categoria c) dell’art. 1, co.8 dell’All. I 8 del D.lgs.36/2023, ovvero “complessi la cui conservazione non può essere altrimenti assicurata che in forma contestualizzata mediante l’integrale mantenimento in sito”, rinviando l’avvio del necessario procedimento di tutela ai sensi dell’art. 13 del D.Lgs. 42/2004 e ss.mm.ii. al frazionamento della particella oggetto delle indagini con esito positivo.”

Il 20 giugno 2025 la Commissione Regionale per il Patrimonio Culturale della Puglia ha ufficialmente dichiarato l’interesse culturale dell’insediamento neolitico di Masseria Maramonti in agro di Nardò. Il documento ufficiale è al link:

Nell’estate 2026, nonostante lo straordinario quadro emerso ricco di prospettive di ulteriore scoperta, la Regione Puglia ha sciaguratamente concesso l’Autorizzazione Unica finale per la realizzazione dell’impianto. Il cantiere ora potrebbe essere aperto!

Determinazione del Dirigente della Sezione Transizione Energetica della Regione Puglia 6 agosto 2026, n. 213, avente ad oggetto: “Autorizzazione Unica ai sensi dell’art. 12 del D.Lgs. n. 387/2003 per la costruzione e l’esercizio di un impianto per la produzione di energia da fonte rinnovabile di tipo agrivoltaico, di potenza nominale prevista pari a 65,7202 MWe, denominato ‘Progetto Agrovoltaico Maramonti’, sito nel Comune di Nardò (LE), nonché delle opere e infrastrutture connesse, ubicate anche nei Comuni di Nardò (LE) – Località ‘Maramonti’ e Leverano (LE)”, pubblicata nel BURP n. 66 del 20 agosto 2026
Aspetto gravissimo l’impianto sebbene ridimensionato rispetto al progetto iniziale, seppur ancora esteso decine e decine di ettari, sorgerebbe proprio nell’area di rispetto immediatamente adiacente a quella frazionata e già sottoposta a vincolo archeologico!
Al momento quindi non risulta l'affermazione di un'area buffer tale da impedire la realizzazione dell’impianto a ridosso dell'area frazionata. Questo rischia di compromettere testimonianze archeologiche non ancora rivelate la cui presenza è altamente probabile alla luce della presenza di reperti archeologici evidenti nel suolo arato anche fuori dell’area frazionata già vincolata!
La fascia di rispetto almeno di alcune centinaia di metri intorno a beni vincolati ha la funzione di tutelare testimonianze archeologiche sepolte non ancora note la cui presenza è plausibile nelle pertinenze di un sito archeologico conclamato dal vincolo nonché per una tutela del contesto paesaggistico in cui il bene archeologico si inserisce per una sua migliore valorizzazione, che così invece lì in Arneo sarebbe compromessa dall’impianto agrivoltaico ubicato tutto attorno!
Ecco perché si ritiene urgentissima ora e prima dell’inizio di ogni realizzazione industriale fotovoltaica un'indagine georadar/magnetometrica che non è invasiva da effettuare su tutto il podere di Masseria Maramonti, non solo nell’area già vincolata, la quale meglio potrà definire l'estensione reale del sito neolitico (ed eventualmente altro), la cui presenza è stata confermata tramite i saggi di scavo del 2024, nonché stabilire se l’area di insediamento era bordata da eventuali fossati perimetrali (la presenza di questi è assai prevedibile alla luce delle similitudini con altri villaggi neolitici pugliesi coevi e persino delle medesime facies culturali bordati da fossati a trincea).
Leggende popolari molto vive nell’area parlano di lunghe gallerie presenti nel sottosuolo di Masseria Maramonti, i cui ingressi sarebbero stati tombati.
IMPORTANTE: l’indagine georadar/magnetometrica non va confusa con quella tramite onde sismiche effettuata dal geologo incaricato dalla ditta fotovoltaica e funzionale alla relazione geologica allegata al progetto fotovoltaico che non include rilevazioni di natura archeologica!
Qui la lettera per la richiesta della mappatura georadar/magnetometrica di tutto il sito di cui se ne dettaglia la necessità prima dell’apertura di qualsiasi cantiere:
Il progetto che minaccia il sito
Il progetto prevede la realizzazione di un impianto agrifotovoltaico industriale esteso su decine e decine di ettari, (dai circa 92 ettari inizialmente previsti, si è passati ora a 80 a seguito del frazionamento imposto a tutela di una porzione), e tutto questo proprio nell’area centrale degli Anelli di Arneo nel podere di Masseria Maramonti.
Le opere includono:
installazione di pannelli e strutture di sostegno,
scavi per cavidotti e infrastrutture,
realizzazione di cabine elettriche e opere accessorie.
Secondo le stesse relazioni tecniche, tali interventi insisterebbero su aree a massimo rischio archeologico, compromettendo sia i livelli superficiali sia le stratigrafie ancora intatte.
L’impatto
L’impatto dell’impianto agrivoltaico in progetto non sarebbe solo archeologico ma anche paesaggistico, alterando in modo irreversibile la percezione di un’area riconosciuta anche per il suo valore panoramico nel PPTR (Piano Paesaggistico Territoriale Regionale) della Puglia, prossima visivamente è l’area del Parco di Porto Cesareo.
Tali estensioni sconfinate di pannelli possono anche avere seri impatti microclimatici locali.
Inoltre c’è un serio rischio di contaminazione della falda acquifera lì importante come si evince dalla stessa relazione geologica associata al progetto fotovoltaico.
Perché “Atlantide salentina”
Il sito è stato definito “Atlantide salentina” per la suggestiva analogia con la città descritta da Platone: una struttura ad anelli concentrici situata in una pianura prossima al mare.
Si tratta di una denominazione evocativa, ma utile a sottolineare il carattere unico, misterioso e potenzialmente straordinario del sito.
Le criticità principali
presenza di un sito archeologico complesso e stratificato di epoca neolitica stando ai saggi di scavo archeologico condotti nel 2024 dalla Sovrintendenza che hanno
confermato l'alta densità di evidenze archeologiche;
parere negativo espresso dalla Soprintendenza durante l’iter autorizzativo dell’impianto;
rischio di distruzione irreversibile dovuto a scavi e installazioni;
assenza (ad oggi) di vincoli estesi sull’intera area, assenza di una ampia area buffer di rispetto attorno all'area già frazionata e vincolata;
contrasto con recenti indirizzi normativi che limitano il fotovoltaico a terra in aree agricole.
Le richieste urgenti
Alla luce delle evidenze disponibili e dello straordinario quadro corroborato grazie alle importanti attività di indagine e tutela già condotte dalla Soprintendenza, cittadini, studiosi e associazioni chiedono:
-) Sospensione immediata del progetto del mega impianto fotovoltaico;
-) Ritiro di ogni autorizzazione da parte degli enti pubblici competenti (Governo con i suoi Ministeri, in particolare il Ministero ai Beni Culturali, Regione Puglia, Comune di Nardò, Comune di Leverano, ecc.) in regime di autotutela;
-) Apposizione di vincoli archeologico e paesaggistico sull’intera area degli Anelli di Arneo (Masseria Maramonti, Masseria Santa Chiara, ecc.), nonché, qualora fosse accertata un’origine geologica degli anelli concentrici che caratterizzano fortemente il sito insediativo neolitico, l’apposizione di uno specifico vincolo quale geosito. Tali strutture ad anelli sono oggi a rischio di sconquassante devastazione e di copertura, proprio nelle loro aree centrali più iconiche, ricadenti nel podere di Masseria Maramonti;
-) Avvio di campagne sistematiche di ricerca archeologica e multidisciplinare, innanzitutto tramite mappatura georadar/magnetometrica (tecnologia per la quale è balzata agli onori della cronaca recentemente per i suoi eccellenti risultati proprio l'Università del Salento);
-) Tutela del tracciato della Via Augusta Sallentina, antica infrastruttura viaria romana, individuato nel 1983 dall’archeologo topografico Giovanni Uggeri e che oggi si scopre passare proprio attraverso gli anelli concentrici di Arneo;
-) Tutela integrale del paesaggio storico e della leggibilità del sito;
-) Valutazione di localizzazioni alternative per impianti energetici preferendo sempre i tetti degli edifici recenti alle pseudo-serre agricole e all'ubicazione al suolo o su laghi da aborrire; “pseudo-serre fotovoltaiche” perché anche se in serra le piante hanno bisogno di luce per crescere, se questa viene invece intercettata dai pannelli gioco forza ne resta di meno per una seria agricoltura che non sia una facciata mistificatoria pro danno e speculazione fotovoltaica;
-) Ricorso alle massime autorità istituzionali nazionali e internazionali;
-) Per lo meno già imposizione di una ampia area buffer intorno al sito già frazionato vincolato così da impedire su tutto il podere di Maramonti connotato da presenze archeologiche diffuse e dai misteriosi anelli concentrici visibili dall’alto le ubicazioni industriali.
Conclusione
Il caso degli Anelli di Arneo rappresenta oggi un nodo emblematico tra transizione energetica e tutela del patrimonio culturale. Uno scandalo di rilievo internazionale!
Qui non si tratta di opporsi alle energie rinnovabili, ma di evitare che uno sviluppo non adeguatamente pianificato comporti la perdita definitiva di un sito che, per estensione, complessità e potenzialità scientifica, già si è rivelato tra i più importanti del Sud Italia.
La questione è aperta e richiede attenzione nazionale ed internazionale.
Le proposte interessate di conciliazione tra valorizzazione archeologica e della masseria storica, tutela e sfruttamento industriale energetico del sito e addirittura conciliando agricoltura sono solo retorica funzionale.
È forse l’accesso ai fondi del PNRR (Piano Nazionale di Ripresa e Resilienza) quanto prima uno dei leitmotiv di una politica poco virtuosa per procedere all’autorizzazione di cotanto previsto scempio fotovoltaico proprio lì in barba a tutto il quadro rilevante evidenziato e in barba ai pareri negativi virtuosamente dati da enti coinvolti nel corso dell’iter autorizzativo?!
Il rischio è che, in assenza di interventi tempestivi, un patrimonio unico venga compromesso prima ancora di essere pienamente conosciuto!

-) Scorrete le immagini di questo post su Facebook del giornalista che ha coraggiosamente trattato il caso in questi ultimi mesi sul Quotidiano locale, vi riporta un suo dettagliato articolo corredato di immagini dai sondaggi di scavo del 2024, lì con tombe e vasellame neolitico, dalle relazioni di scavo, nonché corredato dal documento con la segnalazione al Comune di Nardò da parte della Soprintendenza della scoperta del villaggio neolitico a Maramonti (ergo fisicamente proprio tra gli Anelli di Arneo qui in discussione de facto!)

THE MEGA PHOTOVOLTAIC PLANT AUTHORIZED OVER THE EXCEPTIONAL NEOLITHIC SETTLEMENT DISCOVERED AT MASSERIA MARAMONTI IN NARDÒ (LECCE, PUGLIA, ITALY), AS WELL AS OVER THE ROMAN SALLENTINA ROAD, MUST BE STOPPED!
In the territory of Nardò, in the province of Lecce in southern Puglia (Salento), in the hinterland between Torre Lapillo and Porto Cesareo, lies one of the most enigmatic and significant sites in the Italian archaeological landscape: that of the so-called “Arneo Concentric Rings”, now paradoxically threatened by the construction of a mega industrial photovoltaic plant!
The site: a unique case in the Italian landscape
The “Arneo Rings” are a vast formation of concentric structures visible exclusively from above, extending for more than two kilometres, with a central ring approximately 100 metres in diameter. These geometries, not perceptible at ground level, are already present in historical aerial photographs from the 1940s–1950s, thus excluding hypotheses of recent artificial origins.
The site lies on a coastal plain a short distance from the sea, in a still intact landscape context. The origin of these enigmatic, highly iconic rings remains unclear to this day: they could be a geological, anthropogenic or mixed phenomenon, but it is precisely this uncertainty that makes them of great scientific interest.
Further strengthening the value of this already fascinating place is the documented presence of archaeological materials on the surface (Neolithic/Protohistoric pottery, obsidian, bone remains), and the possible intersection with the route of the Via Augusta Sallentina, an ancient Roman road infrastructure.
According to the renowned topographical archaeologist Prof. Giovanni Uggeri (1983), this ancient Messapian and later Roman road would pass precisely in the vicinity of Masseria Maramonti (among the Arneo Concentric Rings we observe today) – today Via Feudo d’Arneo, etc. The project for the photovoltaic plant in question also provides, for several kilometres, for the passage of its cable route precisely along this route, devastating it should the unfortunate idea of its actual construction be implemented!
All of this has been further compounded by the extraordinary results of the most recent official archaeological investigations (2024), which have further raised the importance of the site: an articulated settlement dating to the Recent/Final Neolithic (5th–4th millennium BC) has in fact been identified, comprising residential areas (hut floors, post holes, trenches, ceramic vessels, animal bones, obsidian, etc.), cultic areas (stone circles with possible pebble figurines bearing anthropomorphic facial features and deposits of seeds whose origin requires further investigation), and funerary areas (rock-cut cave tombs with human remains), defined as being of “exceptional interest” by the Soprintendenza.
History of the case
Interest in the site began in 2012, when satellite images disseminated through platforms such as Google Earth made the rings visible for the first time, generating debate and curiosity.
In 2019, following a field inspection carried out on 21 September by Salento scholar Oreste Caroppo, who was prompted to investigate the site further also by the coincidence, in various areas of Europe, of concentric rings visible from above in the form of crop-soil marks and Neolithic villages – among which the case of the Ukrainian Neolithic village of Maidanetske is particularly well known – the first archaeological evidence immediately observable there on the surface of the ploughed ground, indicative of possible intensive ancient human occupation compatible with a Neolithic/Protohistoric settlement, was officially reported to the Soprintendenza.

In the study, subsequently made available online, including on Academia.edu, the correlation of the site with the possible Roman Sallentina road was also highlighted.
In the following years, technical reports and studies commissioned by the same company interested in building, precisely there, (through a singular coincidence willed by Fate!), in the area of Masseria Maramonti, a large agrivoltaic plant, reveal a widespread high archaeological risk, with evidence of occupation attributable both to the Bronze Age and the Iron Age, as well as to the post-medieval period, as stated in them, and this in several topographical units within the extensive Masseria Maramonti estate that was analysed (not only in the area now protected, as we shall explain!). Also, the risk, always stated in black and white in those reports, although they are reports commissioned by an interested party, associated with the passage of the cable route along routes considered by archaeologists to correspond to ancient Messapian and Roman road arteries. The archaeological report commissioned by the company also includes, in its bibliography, the previous study by Oreste Caroppo dedicated to that very same site (the site of the Arneo Rings lying primarily on the Masseria Maramonti estate and on those of the other adjoining masserie, such as Masseria Santa Chiara).

In 2023, the Soprintendenza issued a significant and authoritative negative opinion regarding the construction of the photovoltaic plant in the area, highlighting its impact on the landscape and archaeological heritage and initiating an important process of institutional attention towards knowledge and protection.
However, in February 2024, the Council of Ministers, notwithstanding the previous negative opinion expressed by the Soprintendenza Special for the PNRR of the Ministry of Culture within the Environmental Impact Assessment (EIA) procedure, issued a favourable opinion on the project, with a positive EIA outcome, despite the numerous critical issues identified.

During 2024–2026, civic mobilization grew, with public petitions (which have reached 1,050 signatures!) and appeals to the institutions, adding to the initial discontent that some local and regional politicians had already expressed upon learning of the photovoltaic project there, with its evident archaeological criticalities; the Italia Nostra Association devoted a focus to the Maramonti issue at some of its conferences in the area.
Following the preventive archaeological trial excavations conducted under the careful supervision of the Soprintendenza between June and July 2024 on the Masseria Maramonti estate, it was decided to subdivide a portion of several hectares, the one with the highest density of surface finds, on which archaeological protection was subsequently imposed. The results of the excavations were presented by the Soprintendenza as early as November 2024 at a conference on preventive archaeology held in Foggia, with a presentation entitled “the case of the Neolithic settlement of Masseria Maramonti (Nardò, Lecce)”:

624916/2024), reiterating what had already been communicated with note prot. 0017336 of 15/10/2024, in relation to the procedure for the Preventive Verification of Archaeological Interest (VPIA), pursuant to the combined provisions of Art. 28, paragraph 4, of Legislative Decree 42/2004, as subsequently amended and supplemented, and Art. 41, paragraph 4, Annex I.8 of Legislative Decree 36/2023, the SABAP (Superintendency of Archaeology, Fine Arts and Landscape) for the provinces of Brindisi and Lecce pointed out that
“the research conducted in the plant area has brought to light an articulated settlement, chronologically attributable to the Recent/Final Neolithic. This is a context of exceptional interest, since the site investigated has revealed the coexistence of functionally different areas: funerary, cultic and residential. Therefore (…) considering that the context has yielded evidence of a unified complex, with a good level of preservation of the microstructural evidence and the stratigraphies associated with the materials; considering the great potential for research, for understanding settlement patterns during the period under consideration (Recent/Final Neolithic) and for subsequent enhancement, in view of Legislative Decree 36/2023, Art. 41, paragraph 4 and Annex I.8, and Part Two of Legislative Decree 42/2004, this Superintendency informed the Proponent that the evidence described, attributable to a complex consisting of a village, necropolis and ritual area, falls within category c) of Art. 1, paragraph 8 of Annex I.8 of Legislative Decree 36/2023, namely “complexes whose preservation can only otherwise be ensured in contextualized form through their complete maintenance in situ”, postponing the initiation of the necessary protection procedure pursuant to Art. 13 of Legislative Decree 42/2004, as subsequently amended and supplemented, until the subdivision of the parcel subject to the investigations with a positive outcome.”

In summer 2026, despite the extraordinary picture that emerged, rich in prospects for further discovery, the Puglia Region regrettably granted the final Single Authorization for the construction of the plant. The construction site could now be opened!

A very serious aspect is that, although reduced in size compared with the initial project, the plant, still extending over dozens and dozens of hectares, would be built precisely in the buffer area immediately adjacent to the subdivided area already subject to archaeological protection!
At present, therefore, there is no indication of the establishment of a buffer area such as to prevent the construction of the plant immediately adjacent to the subdivided area. This risks compromising archaeological remains not yet revealed, whose presence is highly probable in light of the presence of evident archaeological finds in the ploughed soil even outside the subdivided area already protected!
A buffer zone of at least several hundred metres around protected heritage assets serves to safeguard buried archaeological remains not yet known, whose presence is plausible in the surroundings of an archaeological site formally protected by a legal designation, as well as to protect the landscape context in which the archaeological asset is situated, for its better enhancement; instead, there in Arneo, this would be compromised by the agrivoltaic plant located all around it!
This is why it is now considered extremely urgent, and before any industrial photovoltaic construction begins, to carry out a non-invasive georadar/magnetometric survey over the entire Masseria Maramonti estate, not only in the area already protected, which could better define the actual extent of the Neolithic site (and possibly other remains), whose presence was confirmed through the 2024 trial excavations, as well as establish whether the settlement area was bordered by any perimeter ditches (the presence of such ditches is highly foreseeable in light of the similarities with other contemporary Neolithic villages in Puglia and even with those of the same cultural facies, bordered by trench ditches).
Very widespread local legends in the area speak of long galleries beneath the ground of Masseria Maramonti, whose entrances are said to have been sealed.
IMPORTANT: the georadar/magnetometric survey must not be confused with the survey using seismic waves carried out by the geologist appointed by the photovoltaic company and intended for the geological report attached to the photovoltaic project, which does not include archaeological surveys!

The project threatening the site
The project provides for the construction of an industrial agriphotovoltaic plant extending over dozens and dozens of hectares, (from approximately 92 hectares initially planned, the figure has now fallen to 80 following the subdivision imposed to protect one portion), and all of this precisely in the central area of the Arneo Rings on the Masseria Maramonti estate.
The works include:
installation of panels and support structures,
excavation for cable routes and infrastructure,
construction of electrical substations and ancillary works.
According to the same technical reports, these interventions would affect areas of maximum archaeological risk, compromising both surface levels and still-intact stratigraphic layers.
The impact
The impact of the planned agrivoltaic plant would not only be archaeological but also landscape-related, irreversibly altering the perception of an area also recognized for its scenic value in the PPTR (Regional Territorial Landscape Plan) of Puglia; visually nearby is the area of the Porto Cesareo Park.
Such boundless expanses of panels may also have serious local microclimatic impacts.
Furthermore, there is a serious risk of contamination of the groundwater table, which is important there, as can be inferred from the same geological report associated with the photovoltaic project.
Why “Salento Atlantis”
The site has been called “Salento Atlantis” because of the evocative analogy with the city described by Plato: a concentric-ring structure situated on a plain close to the sea.
It is an evocative designation, but a useful one for emphasizing the site's unique, mysterious and potentially extraordinary character.
The main critical issues
presence of a complex and stratified archaeological site dating to the Neolithic, according to the archaeological trial excavations conducted in 2024 by the Soprintendenza, which have
confirmed the high density of archaeological evidence;
negative opinion expressed by the Soprintendenza during the authorization process for the plant;
risk of irreversible destruction due to excavation and installations;
absence (to date) of protection measures extending over the entire area, and absence of a broad buffer area around the area already subdivided and protected;
conflict with recent regulatory guidelines limiting ground-mounted photovoltaics in agricultural areas.
The urgent requests
In light of the available evidence and the extraordinary picture corroborated thanks to the important investigation and protection activities already carried out by the Soprintendenza, citizens, scholars and associations ask for:
-) Immediate suspension of the mega photovoltaic plant project;
-) Withdrawal of all authorizations by the competent public authorities (Government and its Ministries, in particular the Ministry of Cultural Heritage, Puglia Region, Municipality of Nardò, Municipality of Leverano, etc.) through self-review procedures;
-) Imposition of archaeological and landscape protection over the entire area of the Arneo Rings (Masseria Maramonti, Masseria Santa Chiara, etc.), as well as, should a geological origin of the concentric rings that strongly characterize the Neolithic settlement site be established, the imposition of a specific protection designation as a geosite. These ring structures are today at risk of devastating destruction and covering, precisely in their most iconic central areas, located on the Masseria Maramonti estate;
-) Launch of systematic archaeological and multidisciplinary research campaigns, first and foremost through georadar/magnetometric mapping (a technology which the University of Salento has recently made headlines for precisely because of its excellent results);
-) Protection of the route of the Via Augusta Sallentina, an ancient Roman road infrastructure, identified in 1983 by topographical archaeologist Giovanni Uggeri and now found to pass precisely through the Arneo concentric rings;
-) Full protection of the historic landscape and of the site's legibility;
-) Assessment of alternative locations for energy plants, always giving preference to the roofs of recent buildings over pseudo-agricultural greenhouses and over ground-based installations or installations on lakes, which should be abhorred; “pseudo-photovoltaic greenhouses” because, even in a greenhouse, plants need light to grow, and if this is instead intercepted by the panels, inevitably less of it remains for serious agriculture that is not merely a mystifying facade in favour of photovoltaic damage and speculation;
-) Appeal to the highest national and international institutional authorities;
-) At the very least, immediate imposition of a broad buffer area around the already subdivided and protected site, so as to prevent industrial installations throughout the Maramonti estate, characterized by widespread archaeological evidence and the mysterious concentric rings visible from above.
Conclusion
The case of the Arneo Rings today represents an emblematic crossroads between the energy transition and the protection of cultural heritage. A scandal of international significance!
This is not about opposing renewable energy, but about preventing inadequately planned development from causing the definitive loss of a site which, in terms of extent, complexity and scientific potential, has already revealed itself to be among the most important in southern Italy.
The matter is open and requires national and international attention.
The interested proposals for reconciling archaeological enhancement and the historic masseria, protection and industrial energy exploitation of the site, and even reconciling agriculture, are merely rhetoric serving a purpose.
Could access to PNRR funds (National Recovery and Resilience Plan) as soon as possible perhaps be one of the leitmotifs of an unvirtuous policy aimed at proceeding with the authorization of such a planned photovoltaic devastation precisely there, in disregard of all the significant evidence highlighted and in disregard of the negative opinions virtuously issued by bodies involved in the authorization process?!
The risk is that, in the absence of timely intervention, a unique heritage asset will be compromised before it is even fully understood!
