Thank you for the petition submitted on the change.org website about the potential displacement of BAME communities at Elephant and Castle, relating to the Delancey redevelopment plans for the Shopping Centre and London College of Communication site (Southwark Council reference: 16/AP/4458).

Southwark Council’s Planning Committee resolved to approve this application on 3 July 2018. The Mayor provided his initial comments on this application to Southwark Council on 30 January 2017, and these are available to download from the City Hall website at: www.london.gov.uk/what-we-do/planning/planning-applications-and-decisions/planning-application-search/elephant-and. Further to Southwark Council’s committee decision, Greater London Authority planning officers are working with the applicant and the Council to ensure that the Mayor’s strategic priorities are addressed. This includes requirements for a robust business relocation strategy; rigorous scrutiny of the affordable housing offer; and the resolution of various strategic transport issues.

In due course Southwark Council will refer the application back to the Mayor for his decision. The Mayor then has 14 days to decide whether to allow the scheme to be approved; direct that the application be refused; or, take over the application in order to determine the case himself. When coming to a decision on the case the Mayor will take into account all representations received, including the issues raised as part of this petition.
