Move Woolwich Arsenal from zone 4 to zone 3/4 boundary

The Issue

As the opening of Crossrail is next year and as the regeneration of Woolwich gains momentum, I think it's important to help the area further benefit from all these positive changes. The number of commuters is growing and this trend is only going to continue.

Moving Woolwich Arsenal station from 4 to the zone 3/4 boundary will help make Woolwich even more attractive and slightly less expensive for workers commuting west, without penalising those coming into Woolwich from the east.

Stratford was rezoned to zone 2, that helped with regenerating the area.

Woolwich is the only DLR station in zone 4.

Gallions Reach, just north of the river and further east than Woolwich, is already in zone 3.

These are all the reasons why we think Woolwich Arsenal should  be moved onto the zone 3/4 boundary.

The last response from ex-Mayor Boris Johnson from a similar petition was incorrect relating to just the Southeastern part of the station, whereas there is the DLR, Crossrail aspect also.

The Decision Makers

Sadiq Khan
Mayor of London
Responded
Dear Petitioner, Thank you for the petition submitted on the change.org website calling for Woolwich Arsenal to be rezoned from zone 4 to zone 3/4. The Mayor understands your desire to see Woolwich Arsenal station down zoned to zone 3/4, and appreciates that this would result in lower fares for local residents. However, there are currently no plans for zoning changes. The Mayor fully appreciates the importance of an affordable transport network. This is why one of his main manifesto commitments was to freeze Transport for London (TfL) fares until 2020. This is already making life easier for millions of people and is ensuring that London becomes a more affordable city for all. The Mayor also provides and protects a range of concessions in London, including free travel for those over 60 and a range of free or reduced fares for children and young people. These policies will help to save people money across the capital, rather than focusing on a specific area. While I appreciate this is not the response you were hoping for, you will be aware that there are a number of campaigns seeking rezoning across London. These include areas like Woolwich with significant growth plans. TfL has estimated rezoning Woolwich Arsenal would cost in the region of £5m per year as it would have to pay compensation to Southeastern, which also operates from the station. TfL has to balance these demands across the city to ensure it is using its funding most appropriately. In the case of Woolwich Arsenal, the new Elizabeth line service will provide huge benefits for residents from December 2018. Yours sincerely, Public Liaison Officer Greater London Authority
