Rescue organisations and animal activists are battling to control the breeding of dogs, the spread of disease and the abuse and cruelty happening on an ever-growing scale. Recognised authorities are unable to enforce and uphold laws or get help from the police. The laws need to be updated and enforced, with more authority given to the recognized animal organisations. For too long now, animal activists have battled with antiquated laws and authorities whose hands are tied or who abide by the old, outdated laws.
