Exceptional circumstances for child maintenance services

I have recently received a letter informing me that there will be changes to the way my child maintenance from my ex-husband will be paid. The Child Support Agency will no longer be collecting payments on my behalf. As of February, I have choices about how my payments are collected:
a) make arrangements privately with my ex-husband
b) make arrangements re amount with my ex-husband and ask the child maintenance service to collect it for me
c) pay a £20 fee to the child maintenance service to arrange and collect it for me who will then charge 20% of the amount to my ex-husband and 4% to me
d) pay a solicitor and have child maintenance arranged by them in court
All sounds reasonable until you understand that myself and my children were abused physically, emotionally and sexually by my ex-husband. Now the system wishes to further victimise women like me by forcing us to either confront our abuser or pay to avoid the situation. There are no exceptions to the rule, no recourse to appeal against the fees.
