To: Los Angeles City Attorney’s Office, LAPD Harbor Division, and Los Angeles Animal Services
We, the undersigned residents of San Pedro, California, and concerned citizens from surrounding communities, urgently call on law enforcement and prosecutorial bodies to take immediate legal action against the individual alleged to be intentionally killing cats in our neighborhood, reportedly as part of a so-called “demonic ritual.” These actions represent not only a clear violation of our community’s standards but also of multiple local, state, and federal laws.
We demand that authorities:
• Open a criminal investigation into the individual’s activities.
• Collect and examine all available evidence, including forensic, testimonial, and video surveillance.
• Prosecute the individual to the fullest extent of the law.
The following laws may have been violated:

Local Laws – Los Angeles Municipal Code (LAMC):
• LAMC § 53.67 – Animal Sacrifice
Prohibits the killing of animals for ritualistic or sacrificial purposes within city limits.
Potential misdemeanor charge.
• LAMC § 53.06 – Animals At Large
Mandates responsible ownership; allowing harm to stray or outdoor cats may fall under negligent or malicious behavior, especially if the perpetrator is luring or targeting them.

Prohibits maliciously and intentionally maiming, mutilating, torturing, or killing an animal.
