Board of Paroles recommends delaying execution--but needs Governor's OK

Breaking News: The Texas Board of Paroles and Pardons just issued a formal recommendation that the Governor delay the execution for 120 days. This is great news, but what does it mean?

• This is a recommendation only, and the Governor still needs to sign off on it.
• This is not the same as exoneration--so while this is great news, it is not yet a victory.
