A Richmond woman named Susan Mortensen was banned from all Richmond parks and given a $400 ticket earlier this week at Belle Isle, because she allowed her four year old daughter to draw with sidewalk chalk on one of the large rocks that lines the river. The ticketing officer, RPD bicycle officer Stacy Rogers, claimed that the chalk caused permanent damage to the park facilities.
