Update on our immigration case

I have paid the $88 to start the sponsor process, I had someone willing to help me sponsor my husband because I do not make enough money alone to sponsor him. This person decided they could not help because they were helping their own family member. I have looked and asked so many people to help sponsor him. I just cannot find anyone. It's been 1 year now our case is on hold! WHY CAN'T THEY JUST LET MY HUSBAND COME HOME TO US?
