15 years now. husband still not here

The visa center in Honduras sent our case back for the 3rd time to immigration. saying they do not believe we are a true couple and now this time they will not give me a reason. Really? We have been doing everything to do this legealy. At the beginning they told us he could return here in 6 to 9 months!! We were together for 6 years before ice picked him up at his job site. he has never had a police record. never been in any kind of trouble. I need him here now more than ever. Please
