The "Envisioning" money that Premier David Eby's BC NDP Government distributed to 5 Regional Districts and 14 First Nations on Vancouver Island came with an indemnity clause that it could not be used against the provincial government, but that didn't mean it couldn't be used for legal purposes against the Federal Government and the Island Corridor Foundation, a non-profit collective of the 5 Regional Districts and the 14 First Nations the railway passes through.

It's widely known that the Federal Government put the Provincial Government as lead in terms of "dealing with" the Vancouver Island Railway that was a key component of the creation of the province of British Columbia and Canada, and for dealing with the impacts of those actions on the indigenous communities... aka reconciliation.
You simply can’t tell me that after 18 years of advocation for rail plus trails, a vision put together by First Nations and Regional Districts in the first place (2006), that it needed to be envisioned again.

It’s become quite obvious that on the lead-up to the BC election, David Eby chose to wash his hands of it all and spread some hush money around to push the timeline back beyond the election date of October 19th, 2024; into Christmas and February 2025 to report on outcomes.

The timeframe for that money was the calendar year (2024), and the end of the calendar year is approaching. You bet your bottom dollar that an RFI request will be going in to find out what all that money was actually used for.
