If the Vancouver Island Rail Corridor was called the Confederation Railway instead, would that help people understand why it's the Federal Government that needs to be at the table and why it's a Canadian Issue?
No matter what province people are from, they should be able to recognize that our railway makes sense. The Island Corridor Foundation, an non-profit organization representing 14 First Nations and 5 Regional Districts has been trying to get funding for it since they acquired it from CP and Rail America in 2006. The Cowichan Tribes along with other Island First Nations first started the conversation that created the Island Corridor Foundation.
There are parts of the railway that go through First Nations reserves and they are looking for mitigations, some of which are to move the ROW. That requires the Federal Government, as does reconciling any other aspects of the Confederation Railway we know as the Vancouver Island Corridor.
