RESOLVE FLOODING IN KINGSVILLE SUBDIVISION and Other VILLAGES in Lower Antipolo
The Issue
TO:
The Honorable Mayors (City Governments of Antipolo and Cainta)
The Barangay Chairpersons and Council Members (Barangay Mayamot, Mambugan, and San Isidro)
The Department of Public Works and Highways (DPWH) – Rizal First District Engineering Office
Laguna Lake Development Ahthority
FROM: The Concerned Residents, Homeowners, and Taxpayers of Kingsville Subdivision and Adjacent Villages/Communities in Antipolo City, Rizal.
Statement of the Issue
We, the undersigned residents, homeowners, and taxpayers of Kingsville Subdivision (KVS) and neighboring communities/villages along the following creeks: Halang; Munting Dilaw, Quiling Malaki; and Balante, present this petition in our capacity as private citizens seeking urgent government intervention.
For decades, we have suffered from catastrophic recurring floods that severely endanger human lives, destroy private properties, and paralyze local livelihoods, among others.
With the prevailing Climate Crisis, the flooding becomes worse - faster, deeper and more frequent.
While we acknowledge and deeply appreciate the recent removal of the artificial steel floodgate between Kingsville and Filinvest, the underlying structural threats remain critical. The downstream flow of Halang Creek continues to be severely bottlenecked by:
> Two-meter contraption built under the bridge that trap garbage and obstructs the water stream of the five meter wide Kingsville creek:
> Obstructive convergence of Halang and Kingsville creeks at 90⁰ meeting point;
> Concrete debris strewn at the mouth of KVS creek;
> Occupied waterway easements in all the mentioned creeks; and
> Heavy siltation and overgrown weeds and other plants along the said creeks.
Because of the above mentioned conditions, the water cannot discharge freely downstream, it backflows rapidly into our residential streets and homes.
As taxpayers and citizens, we are exercising our right to direct grievance and demand that our local government protect our residential zones from preventable, man-made flood disasters.
Our Demands
We respectfully call upon the City Government of Antipolo and Cainta, the respective Barangay Councils, the DPWH and the LLDA to take immediate, coordinated actions, independent of private neighborhood associations:
1. Dismantle Bottlenecks Immediately by: reconstructing the bridge and maintain the five meter width of the Kingsville creek; modify the 90⁰ convergence of Halang and Kingsville creeks; and collect the strewn concrete debris at the mouth of Kingsville creek;
2. Execute Immediate Deep Dredging: Implement an urgent, continuous dredging and clearing operations plan along the stretch of the creeks bordering Barangay Mayamot and Mambugan to clear heavy siltation and blockages; and
3. Elevate all roads higher than the highest point of the mentioned creeks; and
4. Strictly Enforce the 3-Meter Legal Easement: Rigorously monitor, clear, and maintain the legal 3-meter waterway easement zone along the Creeks, and remove ALL obstructive structures permanently.
FURTHER, measures and projects to mitigate the impact of climate crisis should be implemented such as construction of rain catchment facilities in ALL communities/villages; wider culverts; and rehabilitation of forests among others.
