YCR admits guilt by updating their forms

YCR have updated their surrender forms to include a clear tick box as signature. This is a clear admission if fault in previous forms.

How is it legal to consider a form valid when you yourself hsve to correct the form after being called out AND being aware it was NOT the owner who took the pet in?
