Could the Heath Cafes work to a Community Benenfit Society ?

Brixton covered market is trying to set up a Community Benefit Society (BenCom) as an alternative to being bought up by private equity. Could a BenCom similarly manage the Park Cafés as a social enterprise accountable both to the City of London Corporation and to local stakeholders?  Any view?
