The Issue

Millions of students, parents, job seekers, and citizens still receive public notices, school forms, exam instructions, and service documents as PDFs that are difficult or impossible to use with screen readers, keyboard navigation, or mobile devices. Even as digital accessibility rules remain under active public attention in 2026, too many institutions continue publishing inaccessible files that block equal access to education and public services.

U.S. Justice Department published an interim final rule on April 20, 2026 extending the compliance dates for public-sector web and app accessibility by one year. Large state and local governments move from April 24, 2026 to April 26, 2027, and smaller entities to April 26, 2028. At the same time, EdSurge reported last week that many schools still are not ready, citing survey data that only 14% of districts had completed required accessibility updates.

We ask local/state education department, a university system, city digital services office, or ministry/department handling public documents to adopt a clear policy: no new public PDF or form should be published unless it meets basic accessibility standards, includes readable structure, searchable text, proper headings, and accessible form fields. Public information must be available to everyone.

Make school and university digital handouts mobile-friendly and accessible.
