Thanks to endangeredlanguages.com, they put my in touch with Craig Cornelius at Google.  He said he will try to find the group within Google that handles this and will inquire what it would take for such subtitling to be supported.

I've also been in contact with Andreas Simons who is in contact with members of the team that are working on expanding Google Translate to minority languages, and they're involved with issues surrounding those minority languages and dialects.  He requested a list of channels on youtube or specific videos where Walloon is spoken and or have subtitles that have had to also misclassify them as I have.  Feel free to message me if you know of such content so I can make him a list.
