JSO Cancels All LPR Use

This is a huge win.

JSO is cancelling the use of LPRs in Duval County. All of them, not just Flock. We did it.

I'm not marking this complete yet. Right now, this is just words, and while I doubt Waters would go back on this - trust, but verify.

Over the next few weeks and months -  if the cams come down, if the office continues to remove and not replace, and if no other contract sneaks its way in, then we can mark August 31 as the day we won.
