Updated language

Hi All! After quickly touching base with my councilwoman, I updated the language to more clearly define the location of the public parking spaces on Penn Avenue using crossroads. I've also added that these are the only public parking spaces on Penn Ave between Fifth Ave and Braddock which makes these space even more dangerous. Thank you all for your support!
