The eligibility requirements referenced in this petition are taken directly from the Native Village of Emmonak’s official website. The Tribe’s website states that, to be eligible to serve on the Tribal Council, an individual must be at least 18 years old, be an enrolled Tribal Citizen of the Native Village of Emmonak, not have a criminal record, and be willing to undergo a criminal background check.
These requirements are presented by the Tribe as current and authoritative standards for leadership eligibility.
Given this publicly stated policy, serious and necessary questions arise:
• Are these eligibility requirements accurate and currently in effect?
• If so, why are individuals with criminal convictions permitted to hold Tribal Council or administrative positions?
• If these requirements are no longer enforced, when was that decision made and by whom?
• Why have these eligibility standards remained published on the Tribe’s official website if they are not being applied?
• What process exists to ensure background checks are conducted, reviewed, and acted upon in accordance with tribal law?
This petition seeks clear answers, transparency, and enforcement of the Tribe’s own stated governance standards. Accountability and compliance are essential to maintaining trust, protecting funding, and ensuring the long term integrity of the Emmonak Tribe.
