Houston Education Association president Michelle Williams filed a complaint against Houston ISD officials saying allegations against her were not investigated thoroughly by the district and that she was removed "without due process" from her teaching position.
The Aug. 2 filing with the Texas Education Agency follows a two-day virtual hearing in June on the district's proposed nonrenewal of her teaching contract and an independent hearing examiner's recommendation in July that Williams be reinstated as a teacher.
The filing named Laura Stout, West Division superintendent; Kylene Vasquez, senior executive director; and Lauren Mailhiot, executive director of feeder "for their violations of the Educator Code of Ethics," Williams wrote.In disciplinary memos sent March 6, Stout took issue with a livestreamed video posted on X that Stout believed Williams recorded in her Shadowbriar Elementary School classroom. Stout also took issue with posts in February that Stout said demonstrated a "pattern of behavior" of posting during the workday. Williams was reassigned to work at a bus depot.
Williams maintained in the June hearing that she keeps a decorated set in her home for her YouTube channel and that she uses a scheduling app to post on X during the day. Stout acknowledged she was wrong about the video and that she learned of the scheduling app after the memo.

Following that hearing, an independent examiner concluded in July that the proposed nonrenewal of Williams' contract was not supported by a preponderance of evidence for 11 policy reasons that the district presented. The examiner also noted that "some of the 2023-2024 accusations raised by HISD were based in part on incomplete, contradictory, retaliatory evidence and could not be accurately relied upon."
