A concrete and chainlink enclosure is torture for any animal, and this large carnivore has languished in his cage for seventeen years. Almost NINETEEN THOUSAND people have spoken up for Shadow. The generous offer includes transportation and costs. All the shelter has to do is accept, but they still haven't.
