Interim Measures
While this additional evaluation is underway, Sanitation will continue initiatives to protect workers in alleys where collection service continues:
• Vegetation and Obstructions: Customers with alley service are asked to cut back
overgrown vegetation, trim tree limbs, and remove obstructions along alley
pavements, in accordance with City Code requirements, whether located in the
City right-of-way or within a utility easement.
• Cart Placement: Roll carts must be placed for collection in a manner consistent
with the requirements of the Dallas City Code, including adequate spacing and
clearances.
• Increased Compliance Efforts: Sanitation will enhance education and written
notices of violation for non-compliance. Citations may be issued in cases of
repeated or willful violation.
• Strict Application of Alley Service Criteria: Sanitation will more rigorously apply
its current Alley Service Criteria. Alley service will be suspended on a block-by
block basis where equipment and staff cannot safely transit due to width, pavement
condition, or other obstructions.
Next Steps
• October: Inform Hybrid Approach affected customers of temporary pause through
publication on the City’s website, the City’s social media platforms, and by press
release. Send individual notices to all 8-9-foot-wide alley customers (~44,000)
informing them of further review and forthcoming survey.
• October/November: Send survey to all 8-9-foot-wide alley customers to assess
interest in continued alley service. This may involve a 3rd party provider, under a
different cost model, which may result in higher rates. (Note: reducing the number
of customers in the overall base could result in higher rates for those who remain
with Sanitation-provided service. Additional rate analysis is needed to confirm the
extent of this impact.)
• November: Sanitation will provide an update to the Quality of Life, Arts & Culture
Committee.
• November/December: Collect responses and evaluate next steps.
o If survey results do not indicate significant interest in pursuing alternative
service models, staff will resume implementation of the Hybrid Approach as
briefed to the City Council in June 2025.
o If survey results do indicate significant interest in alternative service models,
staff will first update the City Council on the potential rate impacts before
beginning any implementation steps, including a formal neighborhood-level
request process.
***•January: Sanitation will provide a follow-up update to the City Council.
