Fulton County posted an update recently:

Preparations for Fulton County's 2019 budget are underway.
The budget includes investments of just over $1 billion, including approximately $700 million from the General Fund. The budget allocates funds for all Fulton County services including the justice system, public and behavioral health, arts and libraries, elections, the tax system, and many more.

One of the line items is $250,000 toward the evaluation of a New Animal Shelter for the county!

Over the last week, meetings have been held throughout Fulton County to give residents an opportunity to learn more about the budget and to give input.
