The Issue

Too many innocent strays in Malaysia are being killed in cruel, inhumane ways. This issue has affected countless animals and those who seek to protect them. As an advocate for the welfare of these animals, I have seen firsthand the obstacles faced in trying to provide safe and humane care. Rescuers are often asked to pay exorbitant fees to bail out strays, particularly dogs, perpetuating a system of cruelty and corruption. Despite numerous efforts, including NGO memorandums, the government continues to overlook the cries for reform.

We need immediate and effective changes to Malaysia's stray management policies to address these ongoing atrocities. I propose the implementation of a comprehensive approach that includes:

1) Instituting a Trap-Neuter-Return (TNR) program nationwide, offering tax deduction incentives for citizens and businesses that support this compassionate method of controlling the stray population.

2) Allocating vacant lands or buildings as animal shelters, where strays can be safely housed. Additionally, enacting a program to re-route waste food from the food and beverage industries to these shelters can help address food expenses.

3) Removing bail out fees for stray animals. These fees only enable and support corrupt and manipulative management practices that harm strays and those who wish to help.

4) Banning all forms of animal breeding for cats and dogs, placing a strict ban on the importation of pure breeds, and controlling or abolishing the sale of pets, with mandatory microchipping requirements for accountability.

By making these changes, we can create a future where strays are treated with dignity, compassion, and respect. We must hold those responsible accountable and ensure that our policies reflect our values of empathy and humane treatment for all creatures.
