Refused permission to speak at LLC meeting

The chief Executive of LCC has refused permission for me to speak at the next LCC meeting regarding the rise in car parking charges. They are stating ‘it is not possible to speak in objection to something at a Council meeting when a route of objection to the matter was advertised formally to the public’. In this case the notices in the car parks are the formal advertisement; public speaking also does not extend to objections to any licensed notice meaning I am not able to argue this issue as it currently stands. I am fighting this decision and have sent emails to LCC cabinet members.
