I've been going to Jackson Park for 3+ years.  I've been going every single day for almost 2 years.  I have NEVER....not once...stepped in dog poop on the field.  Only ONE TIME in 3+ years have I seen dog poop in the grass, and I picked it up.  

But EVERY SINGLE DAY at Jackson Park, I see scenes just like this.  The elitist NIMBY hypocrites saying that dogs damage the park, are happy to do the same.  And in so doing, they violate the very park code they say we are violating when we bring our pups for the exercise they need to be physically and mentally healthy.

Park code 3.02 states: "No person shall willfully disobey the notices, prohibitions or directions on any sign posted by the Recreation and Park Commission or the Recreation and Park Department."  In other words, dog owners are actually CRIMINALS and LAW BREAKERS (as one super cool gentleman shouted at me this morning from the playground).  

Hmm, yet Park code 4.04 says "Attention is called to the fact that state law prohibits the littering or dumping of waste matter in any public park."  

Park code 4.11 states a person may be ejected for intoxication such that the person is "in such a condition that he or she is unable to exercise care for his or her own safety or the safety of others."   How does dumping trash all over the park demonstrate the person is exercising care? 

Park code 4.15 states "Attention is called to the fact that State law provides that any person in a public place who is under the influence of intoxicating liquor, drugs, or certain specified substances and endangers himself or others or interferes with the free use of a public way is guilty of disorderly conduct." 

Somehow Jackson got a rare exemption from Park code 4.10 which states "(a) Except as provided in Subsection 4.10(b), no person shall consume alcoholic beverages of any kind in any building, children's areas, swimming pool, restroom, or any of the following parks or portions of parks," and "(b)The General Manager of the Recreation and Park Department or the Recreation and Park Commission may grant permission to consume alcohol in the parks and portions of parks where such activity is prohibited by Subsection (a), above, if the General Manager or the Commission determines that the consumption of alcohol will not interfere with the public's use and enjoyment of the park. However, neither the General Manager nor the Commission may grant permission to consume alcohol in children's play areas."

So, I'm confused. 
The anti-dog elitists say "Our park is for children..." "Children play in the lawn and on the field." Yet every single day we have alcohol and litter in Jackson, making those spaces unclean and unsafe.

Isn't it a bit hypocritical that RPD chooses to NOT enforce 4.04, 4.11, or 4.15?  But,  RPD is dead set on enforcing 3.02.  

This is a perfect example of SELECTIVE AND DISCRIMINATORY ENFORCEMENT, plain and simple.  Not only is the anti-dog policy itself morally wrong, the selective and discriminatory enforcement of 3.02 over all other Park code sections is reprehensible.
