Implement policy that makes insulating wires mandatory in Costa Rica

Implement policy that makes insulating wires mandatory in Costa Rica
The Issue
Fifty percent of howler monkeys have died in the last 15 years because of electrocution from telephone wires. Deforestation is the reason primates like howler monkeys are getting electrocted. They are forced to swing on telephone wires to get from place to place due to their habitat getting cut down. Many primates are arboreal, meaning they do not spend much time on the ground. If trees continue to be cut down at they rate they have been, arboreal primates will be forced to swing from telephone wires to get from place to place.
Loss of Costa Rican primates would be tragic both ecologically and economically. By killing off primates we are losing natural pollinators. Economically, Costa Rica risks losing money from tourism. In 2013 Costa Rica made 1.92 billion dollars from tourism by 2.4 million tourists. Most tourists travel to Costa Rica for it's biodiversity, specifically it's diversity of primates .Let's help protect that biodiversity by implementing a policy that requires all wires be covered with insulation. For a small up front cost, a lot of money will be saved in the long run.
