My neighbors dog gets left outside alone all day and sometimes into the night.  He is clearly in distress as he fear barks constantly.  When approached by humans he backs up as if cornered and pees himself. According to the Animal Protection Act - the APA - this is not considered abuse.  The standards that we have as to what is not considered abuse need to be revisited and tightened to ensure that the psychological welfare of the animal is also taken into account.  Please sign and share!
