Here is an update. 

Tens of MPs mainly from the Labour Party are pushing this agenda to go through but the current government is reluctant to bring new legislation due to the additional workload it would cause on police and presumably most of their supporters are from the group of PET KILLERS (Unfortunately).

The decision-making is with the Transport Authority and they are not the best place to ask to protect our pets.

Either we will push for a big campaign through youtube influencers, or come up with an out-of-the-box solution to solve this issue without any impact on drivers and government.
