ニセコエリアでのスケートパークを含む複合レクリエーション施設設置の提案書へのご回答について
日頃より、倶知安町及びニセコエリアの観光振興につきまして、格別のご指導・ご協力を賜り、厚く
御礼申し上げます。
この度は、ニセコエリアでのスケートパークを含む複合レクリエーション施設設置の提案をいただき
ありがとうございます。また、こちらの回答の必要性の有無の取り違えにより、ご回答が遅くなりまし
たことをお詫びいたします。
さて、ご存知の通り、ニセコエリアはパウダースノーをキラーコンテンツとしてコロナ禍以前はスキ
ー・スノーボード等を楽しむ様々な国々のお客様を受け入れて参りましたが、グリーンシーズンの観光
の底上げが継続しての課題となっております。また、スノーボードを楽しむ方々が多いことから、ご指
摘いただいたように東京五輪の種目ともなっておりますスケートボードへの注目も高いエリアと認識し
ております。加えて、倶知安町では令和元年度より観光の振興のために宿泊税の徴収を開始しており、
地域の発展に資する観光施策について種々の検討を行っているところでございます。これらの倶知安町
における特徴や町の財政状況などを踏まえまして、いただいたご提案につきましては、今後の観光振興
のための施策の参考として活用させていただければと考えております。
なお、いただいたご提案の中にあります「尻別川リバーパーク」につきましては、尻別川の河川敷地
内にあること、公園については全町的な公園配置の中で施策を検討する必要があることから、もし活用
する場合でも河川管理者や公園に関連した各種計画などとの、関係機関調整等が必要となる旨を申し添
えさせていただきます。また、倶知安町としては、今後の観光振興については民間主体の
DMO(Destination Marketing/Management Organization)が中心となって取り進めていくべきとの考
えを持っているところであり、関係する地域DMOである（一社）倶知安観光協会とも、本件について
は情報を共有させていただいていることも併せてご報告いたします。

We would like to thank you for your special guidance and cooperation regarding the promotion of tourism in Kutchan Town and the Niseko area.
This time, we received a proposal to set up a complex recreation facility including a skate park in the Niseko area.
As you know, the Niseko area is famous for powder snow and has been the main attraction to people all over the world before the corona situation affected tourism. However, increasing the number of tourists in the green season has been our main focus and we acknowledge this is a continuous issue for the growth of Kutchan.
As you pointed out, we recognize skateboarding is a high-profile area because there are many local snowboarders here and it is also an event at the Tokyo Olympics in 2020.
In addition, Kutchan Town has started collecting accommodation tax for the promotion of tourism since the first year of 2019. We are currently considering various tourism measures that will contribute to the development of the region and Kutchan Town.
We would like to use your proposal as a reference and consider it as an option based on characteristics of the area and the financial situation of the town for the development of the region.
Regarding the "Shiribetsu River River Park" in the proposal we received, the river site and the area surrounding the Shiribetsu River and inside area, it is necessary to coordinate with related organizations such as river managers and various plans related to the park.
In the future, Kutchan Council feels a private organization like the DMO (Destination Marketing / Management Organization) should be the main organization for the future development of tourism for the Kutchan area. Therefore we will share your report with the Kutchan Tourism Association, which is A Local DMO Also Related To The Area.
