PSG Must Respect UEFA Rules or Play in Belgium

UEFA rules - Article 45 of CL Regulations - require that away fans receive at least 5% of stadium capacity.
Yet for the second year in a row, Liverpool FC matches at Paris Saint-Germain are played with reduced away allocations, justified by “security concerns”.
Why this is a problem
This is no longer a one-off situation — it is systemic.
This issue has already affected multiple clubs across different seasons:
February 2016 — PSG vs Chelsea
Chelsea FC received only 1,400 tickets, which was ~700–800 fewer than previous seasons, due to “heightened security” in Paris.
November 2023 — PSG vs Newcastle United
The allocation for Newcastle United supporters was cut below the UEFA 5% minimum, leaving around 400 fans without tickets.
The supporters’ trust called this a violation of UEFA rules and confirmed the case was escalated.
📅 2023–2024 season — multiple clubs (AC Milan, Borussia Dortmund)
The same reduced allocations were applied to other visiting teams, showing early signs of a repeating pattern, not a one-off decision.
2025 — PSG vs Tottenham Hotspur
Allocation reduced below 5%, with PSG citing police-imposed security restrictions.
📅 April 2025 — PSG vs Arsenal (Champions League semi-final)
Arsenal FC fans were given only 2,000 tickets instead of ~2,500 (5%).
PSG had received special permission to reduce allocation to 4.1% due to police concerns.
April 2025 — PSG vs Aston Villa
Aston Villa fans faced reduced allocation and security incidents, triggering strong backlash and media coverage.
March 2025, April 2026 — PSG vs Liverpool FC (Champions League)
Liverpool received 2,000 tickets instead of ~2,400+ (5%), with the reduction again justified by French police security concerns.
If a club and local authorities repeatedly claim they cannot guarantee safety for around 2,500 visiting supporters, then:
👉 either the safety system is inadequate
👉 or the venue is not suitable for hosting UEFA matches
Allowing this exception undermines the rules and unfairly excludes away fans.
What must happen
We call on UEFA to act:
Enforce the 5% rule without exceptions
Require PSG and local authorities to properly ensure safety
Or, if they cannot:
👉 Relocate matches to venues where both safety and rules can be guaranteed
Neutral locations in countries such as Belgium could provide a safe and compliant alternative.
Why it matters
Football without away fans is not the same game.
Rules must be respected — equally, consistently, and without exceptions.
