A street/road, the only specifically sanctioned place for dangerous vehicles, should not be encouraged for exercise, workouts, and playtime. Original road biking laws were certainly for rights-to-travel, not a personal gym. We want to specify biking should not be banned: only recreational biking, a voluntary, contextually misaligned, grey area with no tag, identification, license for enforcement or reporting which encourages non-compliance, non-green as it clogs roadways for unnecessary use, minimum-speed non-compliance, speed-differential exacerbation, as a myriad of danger by design and unfit usage as a baseline. $800K-$4M per mile tax burden expansion for bike lanes is abusive to the majority of citizens who choose other personal exercise methods rather than the most dangerous and unfit choice.
