Response from King County Parks


We recieved a response from King County Parks that is below. Also to note they started clearing vegation on the course and when confronted about it they stated "they were just clearing ivy" which is convient as they have never cleared ivy in the woods prior to this. Frankly this is my personal opinion they were caught clearing before the permit was issued which is a violation; King County has been devious about this whole project from the beginning and that was proven by the documents secured in the FOIA (Freedom of information act}.
State Environmental Policy Act (SEPA) Actions:
King County Parks released its SEPA Checklist and Determination of Non-significance for the proposed disc golf course at Petrovitsky Park on August 19, 2026. A number of project opponents submitted SEPA Comments prior to the due date of September 9 (the deadline had been extended from September 2). Lawyer Gabriel Hinman from Smith Alling, P.S. identified numerous deficiencies in the plan that are actual or potential violations of King County Codes and a letter was sent to Parks with relevant code references. On September 22, Charlie Hohlbein, Community Partnership and Grant Project Manager in the King County Department of Natural Resources and Parks, stated.
"We are currently working through the comments received and will address the concerns raised. A response to the comments, and an addendum to the SEPA checklist, if necessary, will be issued in the coming weeks.
I would like to clarify that the interpretation of code and the requirements for a particular project are determined by the regulatory agency, King County Permitting. Project requirements, such as a drainage review, are not determined by the entity requesting a permit (in this case Parks & NWDGA). The undated letter from Zoe was from our very first meeting with the permitting team. After this meeting, the letter you are referring to was shared with us to help explain the various thresholds and requirements that may apply to this project, depending on our final project proposal.
No permits for this project have been issued. Parks and Northwest Disc Golf Association are currently responding to additional information requested from permitting. If permitting determines a full drainage review or a traffic study is required, we will conduct those studies accordingly."
