The Issue

Every year across Pakistan, thousands of innocent street dogs are subjected to an excruciatingly painful death through state-sanctioned mass culling. Municipal authorities routinely distribute meat laced with deadly chemical toxins—most notably strychnine—which causes a slow, agonized death marked by severe internal bleeding, violent muscle spasms, asphyxiation, and immense distress that can last for hours before the animal finally succumbs. Beyond the horrific cruelty of poisoning defenseless animals, mass culling has been scientifically proven time and again to be completely ineffective at managing the stray population; removing dogs simply creates a vacuum that is quickly filled by new, unvaccinated dogs entering the territory. Humane and sustainable solutions exist: Trap-Neuter-Vaccinate-Return (TNVR) programs effectively control street populations, eliminate the spread of rabies, and foster safer communities without relying on barbaric violence. We urgently demand an immediate ban on chemical poisoning and mass culling, and we call on local authorities to adopt ethical, scientifically backed TNVR policies across Pakistan.
