PROTECT HER BEFORE IT’S TOO LATE:ELECTRONIC MONITORING FOR HIGH-RISK GBV CASES IN ST LUCIA
The Issue
HOW MANY MORE WOMEN MUST BE SERIOUSLY INJURED OR KILLED BEFORE WE
STRENGTHEN THE SYSTEM DESIGNED TO PROTECT THEM?
Do-Nation Foundation Inc. is calling for urgent action to strengthen
Saint Lucia’s response to repeated and high-risk gender-based and
domestic violence.
We are asking that a SECOND DOCUMENTED REPORT of gender-based or
domestic violence automatically trigger a MANDATORY HIGH-RISK
ASSESSMENT by the appropriate authorities.
Where that assessment identifies serious, escalating or imminent
danger, the authorities should be empowered to urgently seek
COURT-AUTHORIZED GPS ELECTRONIC MONITORING and appropriate exclusion
conditions, where legally permitted.
A second report does not automatically establish guilt, and electronic
monitoring should not be imposed merely because two allegations have
been made. The purpose is to ensure that repeated reports trigger
investigation, risk assessment and early intervention rather than
waiting for another incident.
A PROTECTION ORDER MUST MEAN PROTECTION.
When a woman says, “I am afraid he is going to kill me,” we must listen.
When there are repeated reports, credible threats, stalking,
harassment, intimidation, escalating violence or breaches of
protection orders, we must act before another life is lost.
We call upon the Government of Saint Lucia, Attorney General,
Parliament, Ministry responsible for Gender Affairs and relevant
law-enforcement authorities to examine and establish an appropriate
legal and policy framework for electronic monitoring in high-risk GBV
cases.
We are also calling for stronger survivor protection and emergency
accommodation; counselling and psychosocial support; enforcement of
protection orders; confidential reporting; public education;
programmes for men and boys; perpetrator intervention and
behavior-change programmes; mental-health support; and stronger
coordination among police, courts, Gender Affairs, healthcare
professionals and civil-society organizations.
Electronic monitoring alone will not end gender-based violence. We
need prevention, education, intervention, protection and
accountability working together.
PREVENTION BEFORE TRAGEDY.
PROTECTION BEFORE ANOTHER FUNERAL.
ACTION BEFORE ANOTHER LIFE IS LOST.
