Honorable Police Chief Susan Ballard,

This letter is being composed to you and to everyone at HPD, with great empathy and sympathy for the loss of the two HPD officers.

I watched one of your first reports when you were in tears while reporting the loss of the officer's lives. You said that they were like your “children” and my heart, felt, so sad.

I had clients on Hibiscus Drive so I am familiar with some of the people that were affected by the horrible tragedy that occurred.

I also empathize with you because my son-in-law is presently in the police academy. He is for-filling his childhood dream. He and my youngest daughter live with me in Kahala.

My daughter knew her husband since the fourth grade at Waikiki Elementary School. They married when she was 17 and he had just turned 18. Besides the fact that they loved each other, they intended to move to Sweden, where my daughter and her three siblings are born, (her oldest brother was born on Maui). They had plans to attend college there, however, it was not meant to be, and they are happy to be home in Hawaii.

Both my daughter and I take care of the household so that he may focus on the intense training required by the academy. Both he and my daughter are healthy, strong, intelligent and kind young beings.

You said that the fallen officers were like your children, so you understand how great the loss feels.

Now try to imagine the grief of the loss of children that are still alive!

I am blessed with five wonderful children and seven grandchildren.

My oldest daughter’s children were taken from her, in Key West, Florida by the Department of Children and Families. They took the children because she was a victim of domestic violence.

The children and their mother were living with me and my youngest daughter in Kaimuki less than six months prior to them being taken. I have been actively trying to bring them home to Hawaii since the first day that they were taken, more than five years ago.

Catholic Charities Hawaii, who is contracted by DHS to do the ICPC (interstate compact on the placement of children) lied and did what they could to manipulate the situation on the ICPC so that the children would remain in Florida.

My former partner, grandfather to the children, a Swede who lives in Sweden, and I  hired a lawyer in Key West. The lawyer's objective was to correct the wrongdoings of Catholic Charities in order to bring the children home. To our despair, the lawyer worked together with DCF to keep the children away from us. I filed a complaint with the Florida Bar and my case is now in the Florida Supreme Court and he is not allowed to practice law in Florida.

Instead of allowing them to come home to the loving family who had been together with them since birth, they were trafficked through the foster care system, in Key West.

DCF purchased a home and used it as a group home for the many of the hundreds of children that they had taken. The foster care parents to whom my grandchildren were placed, abused them for their personal gain. I met the foster parents and I saw the situation with my own eyes.

My loving grandchildren were traumatized, drugged and abused in foster care.

My granddaughter Malaea was accused of having ADHD, by the foster parents, when in fact, she was traumatized. She was drugged with several types of psychotropic drugs. Today, she must have a service dog in case she has a seizure. So they took a perfectly healthy child poisoned her and damaged her for life!

They also declared the twins, Maui and Isaiah as autistic, they too were traumatized, not autistic. By declaring three “special needs” children, the foster parents received $10.5k/mo in federal funding, (taxpayers money)  for all five of the children.

(Reminds me of the Kaanoi Kipapa, tragedy in Waimanalo.)

The children were adopted to distant relatives of the abusive and registered sex offender father. He visits them as he pleases. My daughter and our family are not allowed to contact them.

With reference to the Florida Bar, I hired a law firm that is presently helping me. I am trying to hurry the process by getting valuable information from Hawaii.

With hopes of meeting with Governor Ige, I was allowed a meeting with DHS. During the meeting, I was given a document that states that I never “FAILED” the ICPC  process, a label that was continually placed upon me by DCF. However, the document included a statement by Stella Wong,(VP of CCH) stating that they were concerned about my income. This statement is false because income cannot disqualify the placement of children. This is a fact!

On December 13, 2019,  I asked Governor Ige for a meeting with DHS and CCH. Three hours later my request was answered and I was told that my information was sent to DHS and that I should be hearing from them. To this day, I have not heard anything from them.

I want a document from CCH stating that they did indeed lie on my ICPC. I have all the proof needed.  When my grandchildren were up for adoption, CCH blocked the adoption process. Both my daughter and I were on the adoption form. We would have been three adults to five children in the household. In a home with five bedrooms and which sits on 9K square feet of property.

Fraud has no statute of limitations and it is a valid reason to rescind an adoption.

How CCH and DCF treated me, the children’s mother and my family were indeed fraudulent.

Police Chief Ballard, you spoke about working together with Mental Health Social Workers to prevent crime. My family and I believe that the Social Workers from CCH and DCF who separated our family had Mental Problems of their own. We cannot fathom that anyone in their right mind, would intentionally separate children from a loving family. This in itself is a CRIME that requires IMMEDIATE investigation!

On Friday I was standing with signs on the sidewalk of CCH. My sign says,

” CCH take accountability for your wrongdoings.” “ God Knows!”  and,

”Justice for our five children. God loves them.”

I will continue this until I get action. I also stand with signs at the Capitol building.

Presently we are now three Grandmothers in Hawaii, who are fighting for our grandchildren.

A grandmother from the island of Hawaii, just lost her case to bring her grandson home, after her only daughter was killed in a tragic car accident. The fact that she lost her case is UNBELIEVABLE!!!. Her grandson wants her to keep fighting for him.

The power of loving grandmothers and a dedicated publisher is indestructible!!!.

Police Chief Ballard, I wrote this letter with deep empathy to you for the loss of your “children.”

When I saw the picture of the fallen female police officer holding her infant grandchild, I included her in our fight. As an officer of law enforcement, she would have wanted us to fight this “inhumane” and “vulgar” process of trafficking children, for, profit to the state, in Hawaii.

I also think about my son-in-law who is just entering into HPD to conquer injustice.

He will never understand how such injustice to our children could exist until this situation is brought into the light.

From my heart,

Kathleen Buck
