I am pleased to hear about Bill C-16, which proposes some major changes to the Criminal Code, including child criminal exploitation. However, new laws are useless without enforcement, and the Minister of Justice insists that “There are no legislative or policy barriers preventing the Royal Canadian Mounted Police from investigating or disrupting drug trafficking or criminal exploitation involving minors.” Our experience indicates that this is not true, at least not in practice. The question remains: If police are supposed to be investigating these cases, why are they not doing so?
