These statistics are a direct result of a broken system. Stop bouncing children around, leaving them in limbo. If parents want to change they will. If they don’t then rip off the bandaid and release these children to stability and security! Stop giving parents all of these chances when they don’t follow through! Blood and DNA do not make a parent. I’m all for reunification when the parents do the right thing but when they don’t over and over again, well  the children should not have to suffer their poor choices.
