What a week it has been. Last week I was advised that this online petition would not be accepted by Frankston Council as a formal petition, and that they only accept physical signatures and addresses. I have now submitted a formal petition with 468 physical addresses and signatures obtained in a short 5 DAYS to Frankston City Council Governance in hopes to change the policy. Thank you to this online platform who allowed me to get into contact with a group of amazing mums across the council to take time out of their busy schedule to explain the petition to parents and get signatures at drop off/pick up. I am beyond grateful.

Councillor Nathan Butler has tabled our formal petition on 11/8/25 at the monthly council meeting. Council team to provide report back in Jan 2026 council meeting.

In the mean time, Nathan has moved an alternate motion that Council:
-  Notes that officers will conduct a survey of all applicants for 3 and 4-year-old Kindergarten for the 2026 program year, to be completed by October 2025. The survey will explore a range of considerations to inform enhancements to municipal policy for future years, including but not limited to:
 a) Continuity of program for children at the same kindergarten location;
 b) Broadening the sibling priority definition from two to three years;
 c) Allowing applicants to preference up to three kindergartens.
- Affirms that continuity of attendance from 3-year-old to 4-year-old kindergarten is widely recognised as best practice in early childhood education, and should be a key consideration in the development of future kindergarten enrolment policy for 2027 and beyond.
 - Requests that Councillors receive a briefing on the outcome of the survey in November 2025, along with proposed policy direction.

So for now, please keep an eye out for this survey that will be distributed in October and provide as much feedback as you can!!!!
