Heads of Agreement virtually disregards any negative EIA.

The government signs a HOA with Oban Energies giving Oban the right to sue the government, if the government (for any reason - good or bad) backs out of this deal. This deal also make it possible for Oban to continue with this project, even of the Environment Impact Assessment says the project is detrimental to the environment.
