This is a totally useless exercise that does not in anyway benefit the OFWs. It only gives them undue and undeserved extra dose of difficulty in an already difficult situation of working away from their families. Please listen to ALL  legal OFWs who have been begging and pleading for you to stop this nonsense that is called an OEC. The DFA/POEA representatives at Philippine Embassies worldwide have used this to power-trip and sometimes extort from OFWs. 

Vacationing OFWs have very short time to spend with their families when they return home and processing an OEC takes away precious time from them. For what? Is the Employment Contract not enough? 

The whole of Philippine OFW community is begging for you to step out of your office, go to POEA centers, talk to OFWs about this OEC so that you will be enlightened how this system does not in any way benefit a single OFW at all.
