The Issue

We, the Coalition of African Democrats (CAD), a Pan-African civil rights organization, call on His Excellency President Cyril Ramaphosa and the Government of South Africa to take immediate action to end Afrophobia, xenophobic violence, and state inaction against African nationals living in South Africa.

THE PROBLEM

African nationals residing in South Africa continue to face gruesome attacks. They have been killed, maimed, tortured, and displaced by both civilian mobs and in some cases with inadequate response from state actors.

Despite repeated incidents across cities in South Africa, there has been insufficient action to prevent these attacks, arrest perpetrators, and prosecute those responsible. This lack of decisive response has created a climate of impunity.

These acts violate South Africa’s own Constitution and its obligations under the  "African Charter on Human and Peoples' Rights", the "AU Constitutive Act", and international human rights law.

OUR DEMANDS

We respectfully demand that your government act within 30 days to:

1. Public Condemnation: Issue a clear national address condemning Afrophobia and xenophobic violence in the strongest terms.

2. Immediate Investigations: Order the South African Police Service and NPA to investigate all reported attacks, arrest culprits, and publish progress reports.

3. Victim Support: Establish a fund for medical, legal, and repatriation support for victims and families of Afrophobia attacks.

4. Policy Action: Fast-track the National Action Plan to Combat Racism, Racial Discrimination, Xenophobia and Related Intolerance with civil society oversight.

5. Accountability: Discipline any state officials found complicit or negligent in failing to protect African nationals.

CONCLUSION

Mr. President, "Our problems are manmade — therefore, they can be solved by man." - John F. Kennedy

Africa looks to South Africa for leadership. We urge you to act now to protect all Africans on South African soil and restore the spirit of Ubuntu and Pan-African solidarity.

Failure to act will leave us with no option but to escalate this matter to the African Commission on Human and Peoples' Rights, the African Union, and other international mechanisms.
